BPEVeriFlow: Comprehensive User Guide

Welcome to the BPEVeriFlow platform — the Bureau of Public Enterprises' AI-powered verification system. This guide covers how to navigate the platform from the perspective of each supported user role.

1. For Applicants

Getting Started & SSI Login

The platform supports Zero Manual Entry through Self-Sovereign Identity (SSI) integration.

  1. On the landing page, click "Connect Identity Wallet (SSI)".
  2. Scan the QR code with your mobile identity wallet (e.g., Nigerian National ID app).
  3. Your biometric and corporate details (NIN, BVN, CAC number) are securely transmitted via DID credentials — no manual typing required.
  4. Alternatively, use Standard Email Login if your credentials are not yet digitised.

SSI Auto-Fill

Connecting an SSI wallet automatically pre-fills your NIN, BVN, full name, date of birth, and CAC RC number across all 5 desk forms — saving up to 15 minutes of manual data entry.

The 5-Desk Workflow

Once logged in, you must pay the mandatory TSA processing fee. After payment, your application enters the automated AI workflow:

AI Exception Escalation

If any desk AI score falls below the confidence threshold, your application will pause and a support ticket is automatically raised. You will be notified in the Message Center (💬) and prompted to re-upload a clearer document.

Privacy Management (PETs)

Because you own your data, BPEVeriFlow gives you full control:

  • Navigate to the Privacy (PETs) tab (🛡️).
  • Use the toggles to control exactly what categories of your data BPE algorithms are permitted to process.
  • Right to Erasure: Under NDPR regulations, click "Purge Application Data" to cryptographically delete your records from BPE servers at any time.

2. For Verification Officers

  1. Open the Applicant Pipeline tab (🗂️).
  2. Use the filters to isolate applications assigned to your desk — e.g. "Desk 2 — Document Review".
  3. Applications are colour-coded by AI Risk Level. Prioritise High Risk (🔴) cases.
  4. Click any application row to open its detail card and initiate a review action.

Exception Handling & the Ticketing Hub

If the AI cannot verify a document (e.g., a blurry tax certificate), the system automatically raises an exception:

  1. Navigate to the Message Center tab (💬).
  2. Open the support ticket auto-generated by the system.
  3. Use the encrypted chat interface to message the applicant and request a clean re-upload.
  4. Once resolved, click "Mark as Resolved" to resume the AI workflow from where it paused.

3. For Executives and Auditors

Command Center & Regional Heatmap

The Command Center (🏛️) provides a macro-level view of agency throughput in real time:

  • KPI Cards: Monitor Active Applications, Completed Today, Avg. Processing Time, SLA Breaches, Exception Queue size, and AI Accuracy Rate — each with sparkline trend charts.
  • Regional Heatmap: See which geopolitical zones have the highest concentration of concession bids. Pulsing red nodes indicate SLA breaches requiring executive intervention.
  • Predictive Analytics: AI-generated forecasts for expected daily completions, bottleneck resolution times, and SLA breach risk counts.

Agent Delegation

From the Command Center, reassign any of the 6 BPE officers to any desk in real time. Changes propagate immediately to the active applicant's portal and to the digital signature block on the final clearance certificate.

System Audit Trail Ledger

The System Audit Logs (📜) provides a cryptographically secured chronological ledger:

  • Every login, desk decision, AI flag, payment, and exception is recorded as a chained block.
  • Filter by log type: All, Exceptions & Rejections, Payments, or System Core.
  • Search by actor, action, details, or hash value.
  • Export the entire ledger as JSON for external federal audits via the Export JSON button.
  • Use Load More to paginate through long audit trails without losing scroll position.

Generating Clearance Dossiers

When a bidder successfully clears all 5 desks:

  1. In the Command Center, find the completed application in the Priority SLA Queue panel.
  2. Click "Generate Dossier".
  3. A printable PDF dossier is generated containing the applicant's final AI confidence scores, verified CAC RC number, and a verifiable QR stamp.
